What is A Safe Operating Procedure (SOP)?

A Safe Operating Procedures (SOP) or Safe Work Procedures (SWP) sometimes also known as a Standard Operating Procedure (SOP) should be developed and used to instruct people on how operate machinery or equipment safely. They are operational documents created to describe the safest and most efficient way to perform a certain task, carry out an operation or operate a machine/tool.

Safe operating procedures briefly document the risks associated with a work task and list the appropriate risk control measures into a sequence of steps for doing the task safely.

Why do you need safe operating/work procedures?

Safe Operating or work procedures make workers aware of risks in their work tasks and tell them how to avoid injury or illness while doing those tasks.

They provide information necessary to guide employees to perform tasks safely and reliably. Safe Operating Procedures also assist in the training and orientation/ induction of new employees and contractors in the hazards of the specific process or activity.

SOPs:

  • Help prevent accidents and injuries by providing clear instructions on how to perform tasks safely.
  • Standardize processes, ensuring tasks are performed the same way every time, which improves quality and efficiency.
  • Serve as valuable training tools for new employees, helping them understand the correct and safe way to perform their duties.
  • Ensure adherence to legal and regulatory requirements, avoiding fines and legal issues.
  • They streamline operations, reducing misunderstandings and errors, leading to more efficient work processes.

What should be included in a SOP?

It should identify the PPE required, pre-operational safety checks, Operational safety procedures, housekeeping and outline potential hazards and forbidden activities.

SOPs should be detailed enough for someone with limited experience or knowledge, but a basic understanding, to safely perform the procedure unsupervised. They should be concise, logical, and presented in an easy-to-read, step-by-step format.

When using machinery, make sure you know how to operate it safely. If you have not been trained or instructed in how machinery operates do not use it.

Are you required to have a Safe Operating Procedure (SOP) for plant and equipment by law in Australia?

Safe Operating Procedures (SOPs) aren’t always mentioned by that exact name in the Work Health and Safety (WHS) Act or Regulations, but their requirement is implied and supported by several key sections. Here’s how SOPs are tied to WHS law in Australia:

🔹 WHS Act (Model WHS Act) – Section 19: Primary duty of care

This section requires that a Person Conducting a Business or Undertaking (PCBU) must:

“ensure, so far as is reasonably practicable, the health and safety of workers” while they are at work.

This includes:

  • Providing and maintaining safe systems of work

  • Ensuring the safe use, handling, and operation of plant, structures, and substances

  • Providing information, training, instruction, or supervision necessary to protect people from risks

👉 SOPs help meet this duty by documenting safe systems and providing clear instructions and information.


🔹 WHS Regulations – Regulation 39: Provision of information, training and instruction

This regulation states that workers must be provided with:

“adequate information, training and instruction in relation to work being carried out” so they can work safely.

👉 An SOP supports this by being a formal, written way to deliver this info — especially around tools, machinery, or hazardous processes.


🔹 WHS Regulations – Regulation 203: Management of risks to health and safety

In relation to plant (which includes tools and machinery), a duty exists to:

Identify risks, and eliminate or minimise them so far as is reasonably practicable.

👉 SOPs contribute by identifying how the tool should be used safely to control risks.


✅ Summary:

While the legislation might not say “you must have a Safe Operating Procedure,” it clearly requires you to provide safe systems, instruction, training, and risk management — and SOPs are one of the most practical and widely accepted ways to meet those duties.
