JSA, JHA, THA, JSEA or a SWMS?

What’s the difference?

A Job Safety Analysis (JSA) also known as a Job Hazard Analysis (JHA), or Task Hazard Analysis (THA), Job Safety and Environemtal Analysis (JSEA) or a Safe Work Method Statement (SWMS) in essence are all the same thing.

They all have 3 main elements:

  1. Job Step (What are you going to do)
  2. Potential Hazard (What can go wrong or cause harm)
  3. Control measure (What are you going to do to make sure it doesn’t go wrong or cause harm)

A JSEA also considers the environmental hazards/ impacts and controls.

There are many types of safety risks with such a wide range of painting and decorating tasks within the profession.

The Safe Work Australia publication (2019) shows the services sectors with the highest number of fatalities due to a fall from height were Painting & Decorating services – 8 fatalities.

People often ask, “Can I have a Safe Work Method Statement for painting?” “A document that covers everything?” The answer is not really.

You could create a document that covers most areas of painting work, but it would be hundreds of pages long and would contain more items that did not apply to your project, than items that did.

A Safe Work Method Statements (SWMS) needs to document step by step how you are going to do a particular job. Not all jobs are the same!

The steps and hazards are different for the different jobs, so your SWMS should reflect this.

Falls and Accidents: Working at heights while painting, such as on ladders or scaffolding, increases the risk of falls and other accidents. Proper safety measures, including using stable equipment and fall protection gear, are essential.

Electrical Hazards: Painting often involves working around electrical outlets, light fixtures, or other electrical sources. Care must be taken to avoid contact with wet paint and electrical sources to prevent electrical shocks or fires.

Fire Hazards: Many paints and solvents are flammable, so it’s important to take precautions to prevent fires. This includes storing paints and solvents properly, avoiding smoking or using open flames in painting areas, and ensuring adequate ventilation to dissipate flammable vapors.

Lead Exposure: Older homes may have lead-based paint, which poses serious health risks, particularly to children and pregnant women. Sanding or scraping lead paint can release lead dust into the air, leading to lead poisoning if inhaled or ingested.

Lifting and Straining Injuries: Moving heavy paint cans, ladders, or other equipment can lead to muscle strains, back injuries, or other musculoskeletal problems if proper lifting techniques are not used.

Repetitive strain injury (RSI):  repetitive strain injuries (RSIs), can indeed develop due to repetitive motions and prolonged strain on the body during painting activities. This type of injury can occur due to repetitive tasks such as brushing, rolling, or spraying paint, as well as holding and maneuvering painting tools for extended periods.

JSEA/ SWMS Example

Below is an example of templates you may insert into your site-specific SWMS for a Painting and Decorating to a new residence:

 

  1. Site Orientation/Induction
  2. Claim Work Area
  3. Deliver paints, brushes, rollers, ladders, and other necessary equipment to the site and unload materials manually.
  4. Clean surfaces thoroughly to remove dirt, dust, and debris.
  5. Patch and repair any holes or cracks as needed.
  6. Cover floors, furniture, and other surfaces with drop cloths or plastic sheeting to protect from paint splatter.
  7. Set up ladders, scaffolding, and other access equipment securely.
  8. Prepare paint trays, buckets, and mixing equipment as required.
  9. Mix paints according to manufacturer’s instructions, using appropriate tools and equipment. Ensure proper ventilation.
  10. Use brushes, rollers, or spray equipment to apply paint evenly and smoothly. Apply multiple coats as necessary, allowing sufficient drying time between coats.
  11. Clean up spills and drips immediately to prevent accidents and maintain a tidy work environment.
  12. Clean up the work area.
  13. Dispose of paint cans, brushes, and other materials properly.
