You must prepare, keep, comply with and review a\u00a0safe work method statement\u00a0<\/a>for high risk construction work.<\/h2>

\u00a0To be able to carry out construction work, a person must complete an introductory safety training course called \u2018general construction induction training\u2019. This is also commonly known as \u2018white card\u2019 training.<\/p><\/div>

High risk construction work:<\/p>

  • involves a risk of a person falling more than 2 m<\/li>
  • is carried out on a telecommunication tower<\/li>
  • involves demolition of an element of a structure that is load-bearing<\/li>
  • involves demolition of an element of a structure that is related to the physical integrity of the structure<\/li>
  • involves, or is likely to involve, disturbing asbestos<\/li>
  • involves structural alteration or repair that requires temporary support to prevent collapse<\/li>
  • is carried out in or near a confined space<\/li>
  • is carried out in or near a shaft or trench deeper than 1.5 m or a tunnel<\/li>
  • involves the use of explosives<\/li>
  • is carried out on or near pressurised gas mains or piping<\/li>
  • is carried out on or near chemical, fuel or refrigerant lines<\/li>
  • is carried out on or near energised electrical installations or services<\/li>
  • is carried out in an area that may have a contaminated or flammable atmosphere<\/li>
  • involves tilt-up or precast concrete<\/li>
  • is carried out on, in or adjacent to a road, railway, shipping lane or other traffic corridor in use by traffic other than pedestrians<\/li>
  • is carried out in an area of a workplace where there is any movement of powered mobile plant<\/li>
  • is carried out in areas with artificial extremes of temperature<\/li>
  • is carried out in or near water or other liquid that involves a risk of drowning<\/li>
  • involves diving work<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

    In Australia, a High Risk Work Licence (HRWL)<\/strong> is required to perform certain types of work that are considered hazardous under the Work Health and Safety (WHS) Regulations<\/strong>. These licences are issued by the relevant state or territory Work Health and Safety regulator<\/strong> (e.g., SafeWork NSW, WorkSafe VIC, etc.) and are nationally recognised.<\/p>

    High Risk Work Licence classes<\/h3>

    The following work activities require a High Risk Work Licence:<\/p>

    Scaffolding Work<\/strong><\/h4>

    • Basic (SB)<\/strong> \u2013 Includes modular or prefabricated scaffolds up to 4 metres.<\/p><\/li>

    • Intermediate (SI)<\/strong> \u2013 Includes cantilevered and spur scaffolds.<\/p><\/li>

    • Advanced (SA)<\/strong> \u2013 Includes hung scaffolds and suspended scaffolds.<\/p><\/li><\/ul>

      Dogging and Rigging Work<\/strong><\/h4>

      • Dogging (DG)<\/strong> \u2013 Applying slinging techniques and directing crane operators.<\/p><\/li>

      • Basic Rigging (RB)<\/strong> \u2013 Includes dogging + structural steel erection, hoists, and placement of precast concrete.<\/p><\/li>

      • Intermediate Rigging (RI)<\/strong> \u2013 Includes rigging of cranes, conveyors, and dredges.<\/p><\/li>

      • Advanced Rigging (RA)<\/strong> \u2013 Includes rigging of gin poles and flying foxes.<\/p><\/li><\/ul>

        Crane and Hoist Operation<\/strong><\/h4>

        • Tower crane (CT)<\/strong><\/p><\/li>

        • Self-erecting tower crane (CS)<\/strong><\/p><\/li>

        • Derrick crane (CD)<\/strong><\/p><\/li>

        • Bridge and gantry crane (CB)<\/strong><\/p><\/li>

        • Vehicle loading crane (CV)<\/strong> \u2013 with 10 metre-tonne capacity or more.<\/p><\/li>

        • Non-slewing mobile crane (CN)<\/strong> \u2013 over 3 tonnes.<\/p><\/li>

        • Slewing mobile crane (C2, C6, C1, C0)<\/strong>:<\/p>

          • C2 \u2013 up to 20 tonnes<\/p><\/li>

          • C6 \u2013 up to 60 tonnes<\/p><\/li>

          • C1 \u2013 up to 100 tonnes<\/p><\/li>

          • C0 \u2013 over 100 tonnes<\/p><\/li><\/ul><\/li>

          • Materials hoist (HM)<\/strong><\/p><\/li>

          • Personnel and materials hoist (HP)<\/strong><\/p><\/li><\/ul>

            Forklift Operation<\/strong><\/h4>

            • Forklift truck (LF)<\/strong> \u2013 Includes counterbalanced forklifts.<\/p><\/li>

            • Order picking forklift (LO)<\/strong> \u2013 Where the operator controls movement from a platform.<\/p><\/li><\/ul>

              Pressure Equipment Operation<\/strong><\/h5>

              • Standard boiler operation (BS)<\/strong> \u2013 Limited to boilers with straightforward operations.<\/p><\/li>

              • Advanced boiler operation (BA)<\/strong> \u2013 Includes fully automatic and unattended boilers.<\/p><\/li>

              • Turbine operation (TO)<\/strong><\/p><\/li>

              • Reciprocating steam engine operation (ES)<\/strong><\/p><\/li><\/ul>

                Licensing is also required for:<\/h4>

                • Elevating work platforms<\/strong> over 11 metres (WP)<\/strong><\/p><\/li>

                • Concrete placing booms (PB)<\/strong><\/p><\/li><\/ul>

                  Important Notes:<\/h4>

                  • A HRWL is required only when the equipment or activity meets the threshold defined in the WHS regulations<\/strong>, such as:<\/p>

                    • Height limits (e.g., EWP over 11m)<\/p><\/li>

                    • Load limits (e.g., vehicle loading cranes \u226510m-tonne)<\/p><\/li>

                    • Complexity of work (e.g., scaffolding types)<\/p><\/li><\/ul><\/li>

                    • Training and assessment<\/strong> must be completed through a Registered Training Organisation (RTO)<\/strong> before applying for the licence.<\/p><\/li>

                    • Licences are valid for 5 years<\/strong> and must be renewed<\/strong> through your local WHS regulator.<\/p><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t
